As The Patient Protection and Affordable Care Act (ACA) is aimed at ensuring the all American citizens have access to health care and highlights the need for enhancing quality and affordability of health care services, it is critical to consider the factors that may have a negative impact on its implementation. We should be focused on transformation within the health care system in order to achieve success in the above mentioned areas of the legislation. Currently, there are many governmental officials who are opposed to the ACA implementation and refused to promote expansion of the Medicaid Program. According to statistical data, “in the states that have not yet expanded their programs, nearly 5 million uninsured people with low incomes are expected to be left out of the new coverage options this year” (Blumenthal & Collins, 2014, p. 275). It leads to failures in ensuring accessibility and affordability of health care services.

Moreover, there are certain failures with development of innovative medical care delivery methods aimed at reduction of health care costs. These failures are attributed to the lack of financial support from the government and poor management practices. For example, researchers state that “Accountable care organizations (ACOs) may be well positioned to increase the focus on managing behavioural health conditions (mental health and substance abuse) through the integration of behavioural health treatment and primary care” (Lewis et al., 2014, p.2). However, they are not successful in integration of behavioral health care and primary care. Most ACOs are pursuing traditional methods to delivery of physical and behavioral health care. The fact that only a minority is focused on implementing innovative mode means that the area of innovative medical care delivery methods is poorly managed.
